Rebecca Robuck

Rebecca M. Robuck is a policy strategist, advisor, and convener working at the intersection of policy and philanthropy to strengthen how systems protect children and support families, particularly those impacted by the child welfare system. She leads collaborative efforts to advance policy and systems reform and helps partners develop solutions rooted in creativity, lived experience, and bipartisan engagement. 

Rebecca’s work is grounded in the belief that effective policy starts with relationships—with young people and families, subject-matter experts and advocates, and leaders across the political spectrum. Her experience spans federal and state policy, coalition-building, strategic advising, and cross-sector collaboration, including key roles in shaping landmark legislation such as the Family First Prevention Services Act and the Protecting America’s Children by Strengthening Families Act. Her areas of expertise include child welfare financing, prevention, substance use treatment, older youth, and social safety net programs.

Rebecca began her career as a Legislative Assistant to U.S. Representative Jim Cooper, where she focused on domestic policy issues affecting children and families. She holds master’s degrees in social work and public administration from the University of Pennsylvania, and a Bachelor of Arts in history from Davidson College. She is also a certified professional coach, offering leadership coaching at ChildFocus and through Trellis Coaching. She serves as a founding board member of Bolder Horizon.

Outside of work, Rebecca loves reading, spending time outdoors, and being with friends, her husband John, and their three daughters. Her perspective and sense of purpose are also shaped by raising her daughters and being an active member of her community.
