Rebecca Robuck

Rebecca M. Robuck is a policy expert, advisor, and facilitator working at the intersection of policy and philanthropy to improve outcomes for children and families, particularly those impacted by the child welfare system. She leads collaborative work to advance policy and systems reform and support our partners in designing solutions rooted in creativity, lived experience, and bipartisan engagement. 

Rebecca’s work is grounded in the belief that effective policy starts with relationships—with young people and families, with subject-matter experts and advocates, and with leaders across the political spectrum. Her experience spans federal and state policy, coalition-building, and strategic advising, including key roles in shaping landmark legislation such as the Family First Prevention Services Act and the Protecting America’s Children by Strengthening Families Act. Particular areas of expertise include child welfare financing, prevention, substance use treatment, older youth, and social safety net programs.

Rebecca began her career as a Legislative Assistant to U.S. Representative Jim Cooper, where she focused on domestic policy issues affecting children and families. She holds Master’s degrees in Social Work and Public Administration from the University of Pennsylvania, and a Bachelor of Arts in History from Davidson College. She is also a trained professional coach, offering leadership coaching grounded in purpose, integrity, and impact, at Trellis Coaching.

Outside of work, Rebecca loves reading, being outside, and spending time with friends and her three daughters and husband John. She derives inspiration from being a mom and an active member of her community.
