Doreen Chapman
With over 30 years of specialized experience in the child welfare field, Doreen Chapman is a strategic leader who is deeply committed to advancing equitable best practices that promote lasting, positive change for vulnerable populations. She leverages her comprehensive systems knowledge to implement process redesign and prevention strategies that address complex challenges facing children and families.
Doreen’s leadership style is defined by transparency and accountability, paired with a nuanced understanding of the complexities inherent in the child welfare system. This approach enables her to effectively mentor emerging professionals and advocate for systemic change that results in meaningful and lasting positive impact.
Doreen formally worked at the Annie E. Casey Foundation, Family Well Being Strategy Group (FWSG), where she championed youth permanence and led state and national efforts to implement SOUL Family (Support, Opportunity, Unity, Legal Relationships), an innovative, youth-led and designed permanency option empowering young people to shape solutions and fostering collaborative partnerships. She also served as Director of the Maryland Division of Casey Family Services, providing leadership and oversight of programs designed to improving the lives of children and families in Baltimore, MD. Before joining Casey, Doreen held the role of Vice President of Permanency and Family Stabilization Services at the Village for Families and Children in Hartford, Connecticut. Doreen also held significant positions within the Connecticut Department of Children and Families. Most notably, she served as the Statewide Director of Foster Care and Adoption, overseeing key programs that deliver critical support to children and families throughout Connecticut.
Doreen earned both her Master of Social Work and Bachelor of Social Work degrees from Syracuse University. Doreen spends her free time reading, traveling, and spending time with loved ones. She is also a proud member of Delta Sigma Theta Sorority, Inc.
